MLA Bhaleram is murdered at a circuit house in Ghazipur. Chief editor of the news paper New Delhi Times Vikas Pandey, investigates the case and collects facts to write about it. Meanwhile he comes to know that the present CM Ajay Singh is a brutal man and must be not crossed path with. He is linked with smuggling, trafficking and various crimes. His trusted aid Iqbal is incidentally arrested for Bhaleram’s murder. In court however he confesses that he is innocent, the real killer is Ajay Singh. This now becomes the headline of all newspapers.

Ajay Singh is questioned directly by Vikas and in anger he declares to Vikas that he had bribed Bhaleram and 13 other MLAs for the post of CM. This made his path clear so he didn’t need to kill him. Meanwhile Vikas collects a lot of information on the murder and writes a detailed article naming Ajay’s involvement. He publishes the article. Later he comes to know that the circuit house guard is in a mental institution and goes to meet him. He comes to know that he is forcefully being held there. The real culprit is the minister Chaturvedi whose men actually killed Baleram. The film is directed by Romesh Sharma and produced by P K Tewari. The music is composed by Louis Bank and the cinematography is by Subrata Mitra. The star cast includes Shashi Kapoor, Om Puri, Kulbhushan Kharbanda, Sharmila Tagore, A K Hangal, Manohar Singh, Panchanan Pathak and B L Chopra.
